Biography - Commissioners Ivor and Carol Telfer       
Commissioner Ivor Telfer is the 23rd Territorial Commander of The Salvation Army Pakistan, responsible for Salvation Army ministry in 132 corps, five social centres, one corps plant and 8 Divisions in Pakistan. In 2014 he was appointed as the Territorial Commander to The Pakistan territory.
Commissioner Ivor Telfer became a Salvation Army Officer in 1984 after a career in finance. His appointments as an officer included corps officer in Newry, Northern Ireland during the terrorist troubles; Director of The Salvation Army’s Afghan Refugee Programme in the NWFP of Pakistan giving health care and income generation to 120,000 Afghan refugees; corps officer in Picton, Canada; International Development at THQ in Canada; corps officer at Rock Ferry Corps near Liverpool; Public Relations Director in the Manchester Division; Divisional Director for Evangelism in that same Division; Divisional Commander in West Scotland, then to UK THQ as Assistant Secretary for Programme and Director of Employment Services for The Salvation Army in the UK and Republic of Ireland.
In 2011, the Commissioner was appointed as the Secretary for Business Administration for the United Kingdom with the Republic of Ireland Territory, a role which included Managing Director of The Salvation Army Trustee Company for The Salvation Army in the UK and Republic of Ireland, including overseeing all finance and business matters. He was also Chairman of SAGIC (Salvation Army General Insurance Company) and the Salvation Army Trading Company Ltd, both of which are subsidiary companies to The Salvation Army Trustee Company. He also served as a Director of Reliance Bank Ltd.
He gained a Masters in Strategic Management in 2001 and is a Chartered Manager and a Fellow of the Chartered Management Institute.
In 2014 he was appointed as the Territorial Commander to The Pakistan territory, in 2017 he was promoted to the rank of Commissioner. His favorite biblical character from the Old Testament is Nehemiah and from the New Testament, Paul. He enjoys singing and playing tenor horn and supports Manchester United, even when they are not doing too well.
Commissioner Carol Telfer became a Salvation Army Officer in 1984 after a career in nursing and midwifery. She and her husband served in corps work in Newry, she was the Primary Health Care Advisor on the Afghan Refugee Programme in Peshawar, Pakistan then a corps officer in Picton, Canada before becoming the Chaplain at a young offenders institute in The Salvation Army Correctional Services in Ottawa, Canada. Corps officership in Rock Ferry followed prior to being the Divisional Family Officer then Divisional Director for Personnel in the Manchester Division. She shared in Divisional Leadership with her husband in West Scotland before being appointed Assistant Secretary for Personnel at THQ. She was then Spiritual Director of Employment Plus and in 2011 was appointed Assistant Chief Secretary.
In 2014 she was appointed in Pakistan territory as a Territorial President of Women’s Ministries, in 2017 she was promoted to the rank of Commissioner. Carol has a BSc. in Health and Social Care and is a trained critical incident debriefing trainer and stress consultant, as well as having a personnel qualification. Carol’s favourite past time is keeping in touch with the family. She enjoys reading, shopping, and swimming.
Commissioner Ivor has been married to Commissioner Carol since 1980 and they have three grown-up children, Kirsty who is a teacher, Lyn who is a Franchisee Consultant in McDonalds and Philip who is a car salesman. They have also been blessed with two grandchildren, Harry who is nearly 7 years old and Sophie age 5 years. All their children live in the UK.
